A Dispersal Zone can be as small as a telephone kiosk or as large as a municipal area and is designed to prohibit the gathering of groups within a public space. A group is defined as two or more people. Individuals do not need to be suspected of a criminal activity to be dispersed and communities need not be consulted on any aspect.
