In 2021, the NHS is threatened with bankruptcy. To help regain solvency, the Department of Health introduces a programme of foetal screening whereby a person's medical future can be predicted before birth. The NHS imposes conditional lifestyle regimes designed for the individual's health profile. Access to NHS services is conditional on conforming to the regime. Failure to conform results in a staggered withdrawal of NHS privileges. The Department of Health uses the resulting savings to invest in facilities. What is the impact of this policy on Albion's urban community?
