This panel discussion brings together senior urban/architectural strategists, legal experts and Non-governmental actors working with marginalised communities in a discussion led by Dr Tarsha Finney, Programme Lead in MA City Design at the Royal College of Art, to discuss what public space can be in a city such as Hong Kong.
Who are we, this public
Public space demands that we see, and are seen – that we look at each other as part of the constitution of a sense of a 'we.' But what is public space? Many argue that it can only be found in spaces such as the squares and parks of European cities: Barcelona, Paris or Rome. Others argue that it might just as well be a packed train carriage on the journey between Kowloon Bay and Mong Kok, or the Sunday occupied elevated walkways of Jordan or even the pocket parks of Sai Ying Pun. Fundamental to Hannah Arendt's definition of this space of seeing and being seen is the possibility of judgement, and of action - in the bringing about of new things. How then should one treat the creation of the public realm in a city such as Hong Kong and in the context of large complex commercial sites such as train stations and their complex ecology of retail, commercial, living space and very tightly controlled 'public space'.
