In 2021 power no longer lies with the nation state as cities compete for recognition on the all-important Global Cities Index. Paradoxically, as London craves to maintain its global position, it aspires to be more local through the devolvement of power to its 32 councils with the Localism Bill. The ‘boomburb’ race begins as marginalised boroughs gain the autonomy to compete for their place on the world stage.


The overlooked borough of Redbridge seizes the opportunity to claim glory, but can the council carefully choreograph a route through the challenges of suburban nimbyism and its own narcissistic global aspirations?
