In light of the anticipatory borough crisis due to the coalition cuts in public spending, The City of London Corporation boldly intervenes by creating an alliance with the three leading banks to finance a combating initiative. The project poses the question: Can a decentralised model of the Town Hall become a tool for social participation and prevent privatised agendas?
The proposal reinterprets public facilities (libraries, swimming pools, museums, etc.), which the government is cutting, and considers them as unfixed objects within the administrative facilities of the COlC Headquarters. This ensures they don’t become inactive, inflexible, institutionalised, formalised, privatised or redundant.
